Arthur Edward Stilwell, founder of Kansas City Southern Railway, also founded the city of Port Arthur in the late 19th Century. Port Arthur suffered a considerable loss of reputation and economic prosperity under the corrupt rule of Mayor J.P. "Pink" Logan. The Mayor was formally indicted on election fraud charges in 1931. The case initiated the "Clean Government Movement" which was spearheaded by Logan's adversary, W.C. Welch. This movement ultimately resulted in the formation of the "James Committee", led by Tom James, which worked hard towards routing corruption in all levels of law enforcement and municipal government in the area.
