Texas State Technical College, or TSTC, was founded in 1965 as the James Connally Technical Institute (JCTI) of Texas A & M University. The South Texas campus of JCTI was established in Harlingen in 1967. The JCTI colleges separated from the Texas A & M University in 1969 and became the Texas State Technical Institute. The current name was given in 1991.

TSTC Harlingen offers associate degree programs and transferable general education courses in math, english, humanities, technical and business writing, and general psychology. The instructional departments of this college are:
