William Davis Merry Howard is credited to be among the first settlers in what is now known as Hillsborough. The Howards, along with the Poetts and some other families, were the leading members of the community. As the township grew, the need for an incorporation was felt, and on May 5, 1910, the region officially became the City of Hillsborough. The city has retained an quiet atmosphere and the old world charm over the years.
